TPM initialization error on acer chromebook CB 314 N19Q2

after i tested linux distrubution then i wanted to revert back to chrome os by usb flash disk

I was able to complete the install with no error

but on boot screen

chrome os is missing or damaged.

Please remove all connected devices and start recovery.

when i press tab key

when i press ctrl + d on recovery screen then i press enter key to activate developer mode but it return to boot screen message on the first picture

i cannot open VT2 shell with ctrl + alt + refresh

i have installed chrome os by flash disk multiple time and i have had no error install when i have removed flash disk then i have got the same final result (two pictures i uploaded)

i followed the steps to revert to chrome os on

and i choosed Restore Stock ChromeOS Firmware by recovery image (chromebook 314 CB314)
