My hp c1030 can only be powered on without the battery and the cpu is limited to 0.40ghz

I have an HP C1030, and I flashed it to Windows a month ago. When I flashed it back to ChromeOS, I found that as long as the battery is connected, the Chromebook will shut down with a black screen after a few seconds of powering on. When I restored the BIOS, I used the BIOS backup that I used when flashing Windows, but there was a warning that the restart write protection failed and required me to reinstall ChromeOS with the battery unplugged. I can now use it normally without the battery plugged in, but once the battery is plugged in, it will shut down within a few seconds regardless of whether it is connected to a power source or not.
What should I do to fix it? Will replacing the battery help?

I have confirmed that the battery voltage is normal and the power button is not stuck.
