Summary of the Issue

Hi guys!

I have a used HP Elite c1030 (hatch) with an i7-10610U and 16GB RAM, and I’m trying to install a linux distro.

Developer Mode is blocked with “Developer mode is disabled on this device by system policy.” I created official ChromeOS recovery media and reinstalled ChromeOS, but it still forces enterprise enrollment and fails with “This user account is not eligible for this service.”

I connected a SuzyQ cable and checked the Cr50 CCD console. It reports:

State: Locked
Console unlock not allowed
TPM: fwmp_lock block_dev
Capabilities: 0000000000000000

I bought the Chromebook second-hand, and the seller doesn’t know which organization originally managed it. chrome://management previously showed no management information.

Is there any way to unlock it?

It can be forcibly modified by forcefully flashing BIOS through a programmer

if the device is no longer managed, you must log in with a non-guest account after performing a USB recovery to take ownership, after which switching to developer mode will be possible

It can be forcibly modified by forcefully flashing BIOS through a programmer

only necessary if the device is still managed/enrolled

Yes, only for chrome book devices or in enterprise management lock status
