im in my shell and i have a lillipup-rev4 shell can i still intall any os like windows/unbuntu IM IN DEV MODE

Well if you can’t even identify the Chromebook even though your screenshot provides that info the. I don’t think you should try modifying it but if you still want to then read the docs - they will tell you everything you need to know. Ask questions about specific steps if needed.
