Is there any way I can use these drivers without having to disable this?
how is anyone supposed to answer this given the complete lack of context?
I’ll assume the reason Windows only loads the driver w/o enforcement enabled is because the driver is unsigned and you did not correctly follow the instructions to sign your driver with the license.
@MsterBranPlayz You have to purchase the license from CoolStar to have a signed driver (this signed driver will work with driver signature enforcement enabled), then sign it using the instructions on the site under the driver page.
