Chromebook Pixel 2 LS Keyboard Backlight issue. And function keys/bluetooth

On boot, the backlight turns on and that is the only time that it does anything. Is there a fix to this?

Also, how can I have the function keys perform what they say they do without holding the left ctrl button? Is there a fix to get bluetooth working? Or is it just me?
