My Acer CB315-3H (BLORB) won’t turn on when the battery is unplugged, but I need the battery unplugged to turn off WP, not sure what to do. The battery indicator flashes orange and the screen goes

Off-On (black screen)-off-on (black screen then flashes Dev mode boot screen for a sec, flashing on light speeds up with it)-off and loops until I unplug it

Recovery mode gives me the “Chrome OS damaged or missing” screen and I can’t figure out how to boot from a drive

you can’t "boot from a drive’ in recovery mode, unless that drive is a ChromeOS recovery image.

If your device doesn’t boot with the battery disconnected, you can try a different/higher wattage USB-PD adapter, but if that doesn’t work than you need to use a SuzyQ cable

had the same issue btw on my HP 11 G6 EE. what I did was turn it on and then while it is plugged in disconnect the battery and flash the firmware. Worked for me
